At a recent press conference, Zhang Xing, Deputy Director-General of the National Energy Administration (NEA), outlined key policy initiatives to support the high-quality development of coal. He emphasized that coal remains China’s primary energy source, serving as a crucial "ballast" and "stabilizer" in the nation’s energy supply. In 2024, the NEA aimed to strengthen coal’s role in securing energy supply and regulating the energy system, with a focus on proactive planning, enhanced emergency response measures, and continued policy optimization.

The key initiatives discussed include:

1. Coal Production Capacity Reserve System:

The NEA has introduced the "Implementation Opinions on Establishing a Coal Production Capacity Reserve System," which sets clear goals for capacity reserves and outlines management protocols. This initiative allows coal companies to quickly ramp up production in response to market fluctuations, extreme weather, or supply shortages, enhancing emergency supply capabilities and marking a significant innovation in coal management.

2. Revised Coal Mining Area Planning Regulations:

The NEA has updated the "Regulations on Coal Mining Area Planning" (National Development and Reform Commission Order No. 29, 2024). These revisions aim to improve the scientific planning of coal resources, increase the efficiency of development, and ensure better regulation of coal production. The new rules also support the coal reserve system by requiring technical analysis during the planning phase and providing policy support for adjustments.

3. Intelligent Coal Mine Development:

A new notice aims to accelerate the construction of smart coal mines, focusing on technological innovation, coordinated planning, and policy support. This initiative encourages local governments to set development targets and advance intelligent mining operations, enhancing the productivity and sustainability of the coal sector.

4. Clean and Efficient Coal Utilization:

The NEA introduced the "Action Plan for Clean and Efficient Coal Utilization (2024–2027)," which includes key tasks such as green coal mining, coal washing, and the transformation of coal-fired power plants. The plan emphasizes policy guidance, requiring key regions and enterprises to implement detailed action plans and set clear deadlines to drive the sector’s green transition.
